Allow for stacking of line level discount

Currently, cart level discounts can be stacked on top of line level discounts (and an additional discount code can be applied at checkout if enabled). However, the app does not allow stacking discount codes for the same line of a cart. This feature would allow you to configure promotions to allow for stacking at line level.

Example of stacking at line level:
* 10% off discount
* 20% off discount
Currently the app applies "highest wins", i.e. it applies the 20% discount.
With this feature we would allow you to apply 10% off AND 20% off. The app would have to allow you to control the order in which percentage and fixed amount discounts are applied.
